Same Issue I had, I just uninstalled and reinstalled python version 3.7.7 it worked fine
重装了 3.7.7 就好了

根据 这个说法 好像只有 py3.7.7 才能安装？
在我电脑上 确实 py3.7.7 安装成功了 。 python3.7.4 却是失败的。。。
