mvn build的时候 connection refused: no further information

场景：本地启动maven项目，工程使用spring版本3.1.3,zookeeper版本3.4.6，dubbo的jar包版本2.5.4,jetty版本6.1.26，容器resin-4.0.48，启动时出现错误
具体错误信息：
