selenium-java createsession 失败

Selenium调用IE出错SessionNotCreatedException

从头到尾看了几遍官方文档，也把IEDriverServer.exe加入了PATH，也试过

File file = new File("C:\\IEDriverServer.exe");

System.setProperty("webdriver.ie.driver", file.getAbsolutePath());

这样加载，代码就一句：

public class Test {

public static void main(String[] args) {

WebDriver driver = new InternetExplorerDriver();

}

但是报错

试了很多windows版本和IE版本，selenium3.0和3.0.1都试了，java8环境64位，快疯了跪求大神
