不知道为啥，突然运行jupyter notebook这个错误，内核总是启动失败，尝试了网上通用个几个方法，都不太行，最后用了这个命令就好了。

可能是版本不兼容，降一下版本就好了。

pip install "jupyter-client<7"

安装好以后直接成功解决问题！
